The Cape Breton-Victoria Regional School Board and the Nova Scotia Department of Education agree on the importance and value of learning a second language. In view of the changing political and economic realities of the world, bilingualism is becoming a necessity for our students. Much research is available concerning the positive effects that learning a second language has on a students' first language skills, as well as his or her cognitive development.
"Canada is extremely fortunate to have two official languages of international stature. Our two official languages are two wonderful wide-open windows that give us access to the world. It is wrong to say that our languages isolate us in two solitudes. In fact, it would be more accurate to say that our two languages make us complete. Together, they make linguistic pluralism and learning other languages a fundamental part of our lives."
