Before the beginning of the Public Board meeting the NSTU signing of the Collective agreement took place with provincial and local representatives on hand for the occasion.

(1) CALL TO ORDER:

A meeting of the Cape Breton-Victoria Regional School board was called to order today beginning at 7:15 p.m.

(5) BUSINESS ARISING FROM MINUTES:

(6) CORRESPONDENCE:

Three pieces of correspondence were distributed. These were correspondence from a future parent to our system and correspondence from the Cape Smokey Elementary School Advisory Council.

Commissioner Tilley and Commissioner Lynk questioned the status of students who may be mature six year olds in the primary setting during the September, 2008 school year and the process which would be in place to assist these students.

Commissioner MacKinnon expressed his concern and wished to see our Board prepared and ready to take action for the betterment of all students in September, 2008 when this new initiative is implemented by the Department of Education.

Superintendent Davis reiterated that our Board is on record with the Department of Education as opposing the change in age for students entering the primary level in September, 2008.

(7) SUPERINTENDENT′S REPORT:

Superintendent Davis presented his report which was distributed to those in attendance. (see attachment). Some highlights of his report included a reflection of the Education reviews within our Board. Some issues were the School Closure Policy, Teacher Education Review, Transportation & Walking distance, Implementation of the Hogg Report and Special Education Review. Initiatives of the Board and Department were highlighted within the report such as the Business Plan and Succession planning and goals and objectives of our Business Plan.

Mr. Davis also took the time to respond to the Premier′s Symposium on Education.

(9) NSSBA REPORT:

Commissioner Campbell provided an oral report. She recognized the meeting held last week with Mr. Ken Meech and Mr. Elliot Payzart. A symposium will be held later this week in Halifax with all Board members and senior staff invited to attend. A package of the resolutions which were presented at the Annual meeting was available for any Board member who wished to receive it. If any Board member would like to see an issue discussed, they are asked to contact Ms. Campbell or Mr. MacDonald to assure that their issues are addressed.

(10) DIRECTOR OF THE REGIONAL EDUCATIONAL SERVICES REPORT:

The Director of Regional Educational Services, Mr. Jim Burton congratulated the election of Ms. Darlene Morrison and Ms. Sandra Margettie as our Board Chair and Vice Chair for the forthcoming school year. He presented his report which was distributed his report to those in attendance (see attachment). Highlights of his report included the Student Assistance Review, Thirteenth National Congress on Rural Education, Speech from the Throne, Public Schools Calendar and the Premier′s Forum on Student Achievement.

(11) NEW BUSINESS:

a. Commissioner Pierrard - Baddeck Academy - Recognized a delay in the major renovations to Baddeck Academy until 2010. She feels the longer these renovations are delayed the higher the cost will be undergo these renovations. She will be forwarding correspondence to the Department and to the Member of the Legislative Assembly, Mr. Keith Bain to have these renovations expediated.

b. Commissioner Tilley - Board elections - Notice of Motion that Chair and Vice Chair serve a maximum term of two years within our Board and he also noted it is no disrespect to the present individuals who are holding these chairs. He would like to see this addressed before the January meeting.

Scheduled meeting date - Monday, January 26, 2008 at Memorial High School.
