(1) CALL TO ORDER:

A meeting of the Cape Breton-Victoria Regional School board was called to order today beginning at 7:10 p.m.

(5) BUSINESS ARISING FROM MINUTES:

(6) CORRESPONDENCE:

Mr. Keith Bain, MLA expressed his support for the submission to the Utility Review Board with regards to our favored option for Boundary Review.

The second piece of correspondence was from Mr. Don Pugsley, MD., President of Doctors Nova Scotia expressing his thanks to the Board and staff for their efforts in promoting and implementing the Young Running for Fun program for a third year.

(7) SUPERINTENDENT′S REPORT:

Superintendent Davis presented his report which was distributed to those in attendance. (see attachment). Some highlights of his report included aspects of our children′s education, the Business Plan, upcoming budget and school site visits. Attached to his report are reports from various divisions within the Board along with month end reports from some of our schools. The Superintendent′s report can be found on the Board website at www.cbv.ns.ca

Several Board members expressed their disappointment over the press release being made before the Board had an opportunity to review the request. It was noted that this was not an official release of the Board.

(9) NSSBA REPORT :

Commissioner Campbell provided an oral report. All Board members received a copy of the six point action plan that was revised. This will be used as a tool when meetings take place with all Boards along with meetings with the Department.

It was recognized that with the omission of the Halifax Board it has brought several challenges to the NSSBA and that the association is working diligently to reverse this decision.

School Insurance Program, the Department of Health and Promotion are pushing to have a decision re: Insurance coverage for Community use of School Facilities..

Commissioner Keagan will represent the Board on the Resolution Committee.

June 5th to the 8th is the Annual General Meeting which will be hosted by the Annapolis Valley Board.

(10) DIRECTOR OF THE REGIONAL EDUCATIONAL SERVICES REPORT :

The Director of Regional Educational Services, Mr. Jim Burton distributed and reviewed his report. Highlights of his report included Department Supports Board Initiatives/Requests, Home S chooling Report, Child and Youth Strategy, Physical Education Graduation requirements and lastly; Quantity of Instructional time. He also recognized permission from the Department was received for a welders course for Grade 11 and 12 students of our Board which will be offered through the Vocational Program at Memorial High School. A copy of his report can be found attached to the original minutes.

Mr. Burton took the time to thank Mr. David Crane, Coordinator of Secondary Programs, for his assistance in obtaining surplus books for our overseas schools.

(11) NEW BUSINESS :

a. Commissioner MacDonald - Bachelor of Education Program at CBU - He commended Commissioner Campbell and Mr. Davis to their response from the Department of Education with regards to the Education Program at CBU. It was noted that this is a huge disappointment for the area. Past meetings received support from the Members of Legislative Assembly and from our Board.

He expressed his disappointment with Mr. Cecil Clarke and his response to this report.

Mr. Darren GooGoo had expressed his concern over this announcement and it was felt by Commissioner MacDonald that Mr. GooGoo whole heartedly expressed his support for the program on behalf of the Mi′Kmaq community.

Mr. Davis reviewed some of the issues which were recognized in the report that were felt to be occurring in some of the different faculties. The report came out with an emphasis on the Market and Supply and certification which reflected on CBU as being the culprit.

Noted that we conducted media releases to the radio, television and local papers. We forwarded correspondence and conducted meetings with the local Members of the Legislative Assembly which all recognized the need for support for the program.

He felt that there are four mandated universities presently in existence and they hold all the seats and we are now asking that these seats be redistributed to include other universities.

Another disappointing outcome of the report was suggestion that students should not become teachers. This outcome was very disheartening.

We will be preparing a brief which we have thirteen days to prepare and submit.

Commissioner Campbell requested that individually everyone submit a letter to the Minister of Education or Cape Breton University. Commissioner Morrison re-iterated this request and asked that all staff participate in this process.

Commissioner Tilley requested that an ad be placed in the local newspaper and include the address for submitting comments. Another suggestion was that the SAC′s get involve with submissions.

Commissioner Ruelland would like to see a meeting with the Minister with regards to this issue.

b. Commissioner Tilley - First Nation Representative - He would like to see Mr. Darren GooGoo appointed as soon as possible and looks forward to working with him.

c. Commissioner Tilley - Clarification with regards to School Activities - If a parent wishes to attend a school activity he had concerns with regards to school insurance to cover all students during this activity. Mr. Astephen would like to receive a copy of the memo which was given to the parents with regards to this issue and deal with this issue as a school issue.
