(1) CALL TO ORDER:

A meeting of the Cape Breton-Victoria Regional School board was called to order today beginning at 7:00 p.m.

Commissioner Morrison declined with thanks the nomination before the motion could be seconded.

Ballots were distributed and collected back and counted. Mr. Ambrose White and Mr. George Boudreau were selected as scrutineers. After the ballots were counted, Commissioner Ruelland was successful in receiving the nomination for School Board Member of the Year Award for 2009.

(7) SUPERINTENDENT’S REPORT:

Superintendent Davis distributed to those in attendance his report (see attachment). Highlights of his report included notice of a change in the format of the Superintendent’s Report which will begin in May, 2009. Other highlights of the report included Black History Month, Regional boards budgets and our meeting with the local Members of the Legislative Assembly. Mr. Davis’ report reflected on the relationships of educators, parents and students in their developing years. The Superintendent’s report can be found on the Board website at www.cbv.ns.ca.

(8) BOARD CHAIR REPORT:

The Board Chair noted that the month of March, 2009 was a busy month with visits made to several schools within our Board. He advised all Board members to make themselves available for such visits. He advised fellow board members that these visits provide the Board with insight on how our schools are progressing.

Invitations were distributed for all Board members to attend a Holocaust memorial Service. It was noted that designated Board members will be participating in the service by lighting a candle.

Budget meetings will occur in the near future and all board members should be available to attend.

He recognized the theme for action week being “Bringing Art to Life!” Our schools hold an open-house during this week so that everyone can view for themselves what our schools are doing.

Another highlight in his report included congratulatory remarks to the Superintendent Mr. Ed Davis who will receive this year’s Provincial Education Week award. This award is presented annually to a leader in the education field for outstanding qualities in relation to this year’s Education Week theme. Ms. Paula Jane Francis a classroom music teacher based at Seton Elementary and Ms. Nancy McLean a visual arts teacher based at Sydney River Elementary were recognized as two arts educators who will be recipients of this year’s Provincial Education Week Award on behalf of our Board.

Fourteen CB-VRSB school cafeterias received the Healthy Henri Award on March 30 at the "The Big Fiddle". The Health Henri Nutrition Program is lead by Public Health Services. It is an awards program that recognizes food establishments that offer healthy food choices, in addition to providing a high standard of food safety in school cafeterias, it required compliance to the Provincial Food and Nutrition Policy.

(10) NSSBA REPORT:

Commissioner Fraser provided a report which is attached to the original minutes. Highlights of his report included the Canadian School Board Congress, Annual General Meeting, NSSBA resolutions along with Board member and staff development. Congratulatory remarks were given to Mr. N.E. Davis in receiving the Education Week award.

It was noted that the resolutions were included in the packages which were distributed this evening.

(11) DIRECTOR OF THE REGIONAL EDUCATIONAL SERVICES REPORT:

The Director of Regional Educational Services, Mr. Jim Burton sent his regrets and was unable to attend this evening. However his report was distributed to Board members and staff. Highlights of his report included the February Edition of the Public Schools Branch newsletter, 2009-10 Assessment schedules, 10 Dimensions of Mathematics Education, Edutrends, and Science: Hands-On, Minds-On Science

(14) A MINUTE OF SILENCE :

Commissioner Green noted that on Friday, April 3, 2009 a former Board member, Mr. Adrian Bates passed away. Mr. Bates was a well respected Board member and colleague and former principal of Malcolm Munroe Jr. High. A minute of silence was held at this time.

(16) PUBLIC SESSION:

Various parents from the Dominion area expressed concern regarding a personnel issue at the school.

Commissioner Green reiterated throughout discussions that privacy issues are at stake here and caution should be given when making accusations and when using names.

Commissioner Ruelland requested that the Board meet this week to discuss the issue further. Deborah Facchin advised that she is the contact person for the parent group. A meeting was tentatively scheduled for Wednesday, April 8, 2009 at 5:00 p.m.
