SPECIAL BOARD MEETING

(1) CALL TO ORDER:

A Special Board meeting of the Cape Breton-Victoria Regional School Board was called to order today beginning at 5:00 p.m.

(2) RECORD OF ATTENDANCE:

(3) Classroom Staffing:  

Mrs. Beth MacIsaac, Director of Human Resources and Mr. Bernie MacKinnon, Coordinator of Human Resources advised that two appeals were received.  Mr. MacKinnon also noted that at St. Joseph, North Sydney and John Bernard Croak V.C. Memorial were denied two transfers due to an increase in staff would be required.

Commissioner Pierrard requested clarification regarding the staffing for Cape Smokey and North Highlands elementary schools.

Commissioner Flynn advised that the Home & School Association has forwarded an email of concern regarding the size of the Grade Five classes at Glace Bay elementary.  It was noted that thirty students would be in each class which is within the formula. 

Several Board members noted that they have received some calls of concern regarding split grades.



(4) Teacher Assistant Staffing:

Mr. Vic Hanham, Coordinator of Human Resources advised that recently meetings were held with Principals to review their teacher assistant staffing allotment.  He advised that last year the staffing allotment was 400 and we are recommending a cut of 15 positions.  He noted that an increase in shared services will be required in order to achieve this targeted number. He advised that the reductions were made keeping in mind other services which are provided such as Resource, Reading Recovering and Learning Centres.

Behavior and physical needs are considered during the staffing process.  He noted that we only have four students leaving our system.



(5) Administrative Staffing:

Mrs. Beth MacIsaac advised that in the fall the Board had requested that a review of administrative allotment be considered.  Human Resources reviewed all the schools in the Board and committees were formed with participation from various principals throughout the Board.

Mr. Bernie MacKinnon distributed to the Board a formula which was developed and provided the reductions which were recommended along with the additions beginning August 1, 2009.

That the Board approve the following administrative staffing changes:

Reductions at the following schools:               Holy Angels – Vice Principal - .5, Malcolm Munroe Jr. High – Vice Principal - .5, Harbourside – Vice Principal - .6 and North Highlands – Vice Principal - .2 for a total decrease of 1.8

Increases are recommended at the following schools:  Greenfield Elem – Vice-Principal - +.4 and St. Anne’s – Vice-Principal - +.4 for a total increase of .8

(14) REQUEST FROM THE NSSBA FOR A MEETING:  

Commissioner Keagan noted that at a recently held meeting with the NSSBA he requested information with regards to salaries of those who are employed by the NSSBA and was provided this information immediately.  

Commissioner Tilley advised that he does not wish to meet until after Senior staff have had the opportunity to review our participation in the NSSBA and provide the Board with the requested information.  

Commissioner Keagan felt it is healthy for our Board to review it’s participation in the NSSBA.  

It was noted that the meeting with the NSSBA will not be held until all information has been provided to the Board.



(15) CONGRATULATORY REMARKS TO DR. N.E. DAVIS, SUPERINTENDENT OF SCHOOLS:  

Board Chair Lorne Green congratulated Dr. Davis on receiving his doctorate at graduation ceremonies at Cape Breton University on Saturday, May 9, 2009.



(16) PRINCIPALSHIP OF OCEANVIEW JUNIOR HIGH, GLACE BAY:  

Mrs. MacIsaac advised that they are waiting to receive a date on the expected opening of the school and then they will review any incremental costs which may exist.
