(7) DELEGATIONS/PETITIONS – GREENFIELD ELEMENTARY:
Commissioner Ruelland requested that the delegation be given five minutes to deliberate whether they wished to speak here or at the next scheduled Education Committee meeting.
Board Chair Green agreed to allow this five minute deliberation. In the meantime, the Superintendent will present his report and then we will come back to the delegation for a decision.

(8) SUPERINTENDENT’S REPORT:
Superintendent Davis distributed to those in attendance his report (see attachment). Highlights of his report included funding and the challenges which the Board is facing including alternatives to instructional delivery due to the budget restraints which are in place. He discussed Newspapers in Education and the Boards participation in this process. The Superintendent’s report can be found on the Board website at www.cbv.ns.ca . A copy of the report is attached to the original minutes.

The delegation along with the two Board representatives re-entered at 7:16 p.m. and requested to be placed on the agenda for the next Education Committee meeting. The delegation was advised of the date and time to appear on October 13, 2009.
(9) BOARD CHAIR REPORT:
The Board Chair, Commissioner Lorne Green spoke with regards to how difficult it was for staff and the Board to work through the staffing process for September, 2009. He personally thanked the Board for their hard work and diligence during this process. He noted that he visited two schools in the past couple of weeks. The schools visited were Mira Road Elementary and Greenfield Elementary.
He advised of the recently held meeting with Senior staff and Mr. Ken Meech, NSSBA representative regarding upcoming funding for Education.
He is participating on the AESOP Committee to manage and assure everyone that the Board is working towards being fair and equitable to its substitutes.
He encouraged Board members to visit the schools and to see the good work that is going on at the school sites.

(10) NSSBA REPORT:
Commissioner Fraser provided a report which is attached to the original minutes. Highlights of his report included the Communication Committee, website, CACE Conference, NSSBA Fall Seminar and the Atlantic Conference. He also recognized Education Week in his report.
Commissioner Keagan spoke with regards to the two sessions which he recently attended. He expressed his opinion regarding the importance of the NSSBA hiring a full-time lobbyist to represent all students and Boards across the province so that federal funding can be lobbied.
(11) DIRECTOR OF THE REGIONAL EDUCATIONAL SERVICES REPORT:
The Director of Regional Educational Services, Mr. Jim Burton provided his report. Highlights of his report included a letter from the Harvard Education newsletter- Invisible Hand in Education Policy. Active Kids/Healthy Kids which is a provincial issue concerning surveys which go back as far as 2005. Art Reach have a bulletin published by the Arts Council – Bulletin 18. He also spoke with regards to the Co-op/Options & Opportunities.
He advised that Minister More enjoyed and appreciated her visit to the Cape Breton-Victoria Regional School Board. He also recognized the report which was filed following the meeting which she will respond to.
The evaluation reports are distributed and due back to the Board Chair before the next Education Committee meeting. The Chair has requested that if anyone wishes to meet regarding the contents of the evaluation and the process that a meeting could be arranged.

Superintendent Davis spoke with regards to the Art Gallery which presently exists at CBU and he encouraged Board and staff to take advantage of it and visit.
He noted that the Co-op and Options & Opportunities are a success in our Board and are very well appreciated by staff and students.

(15) PUBLIC SESSION:
a) Mr. Brendon MacLean, Parent and Basketball coach - He is a parent from the Bridgeport area who has been coaching basketball for over ten years. He spoke with regards to the Fair Play Policy and the detrimental effect that the policy has on his team and that his team would not be allowed to participate in the program. He noted that he has twelve girls who are wishing to play ball this year and may not be able to.
It was noted by Mr. Charles Sheppard, Coordinator of School Services, spoke regarding the policy and noted that the policy is presently in draft form. Mr. Sheppard also advised that coaches and principals will be requested to provide input.
b) Ms. Brianna MacLean, student at Glace Bay High – requested clarification regarding the use of cell phones while not in class during school hours. She distributed correspondence which is attached to the original minutes.
