REGULAR BOARD MEETING

(1) CALL TO ORDER:

A meeting of the Cape Breton-Victoria Regional School Board was called to order today beginning at 7:05 p.m.

(6) CORRESPONDENCE:

Correspondence was received from Minister More. Board Secretary, Mr. George Boudreau noted the acknowledgement of the top issues such as the concerns of the Cape Breton-Victoria Regional School Board; enrollment decline, the continuing support for the Hogg Formula, capital construction projects and the First Nation Tuition agreement.

Mr. Davis, Superintendent of Schools received correspondence from the Congregation of Notre Dame with regards to the status of Holy Angels Convent advising that the convent will be closed in the spring of 2011. They recognized the impact that this will have on the school which is attached to the convent.

(7) SUPERINTENDENT’S REPORT:

Superintendent Davis distributed to those in attendance his report (see attachment). Highlights of his report included recognition of Remembrance Day and the soldiers who fought to protect on our behalf. He requested that the principals’ continue to provide to the Board Chair their monthly reports highlighting all the good things which are happening in their schools. The Superintendent’s report can be found on the Board website at www.cbv.ns.ca. A copy of the report is attached to the original minutes.

(8) BOARD CHAIR REPORT:

The Board Chair, Commissioner Lorne Green noted that over the past month he has visited the schools in Glace Bay and Rankin, School of the Narrows. He attended a meeting recently held in Halifax with partners from the Department of Education and the Treasury Board. He noted that the fiscal restraints which are forthcoming were noted and those in attendance were advised that the Boards will be facing some fiscal challenges over the next few years.

Commissioner Fraser began his report congratulating both Commissioner Green and Commissioner Tilley on being re-elected this evening. He also brought holiday wishes from the staff of the NSSBA. He provided a written and verbal report which is attached to the original minutes.

(11) DIRECTOR OF THE REGIONAL EDUCATIONAL SERVICES REPORT:

The Director of Regional Educational Services, Mr. Jim Burton provided his report. Highlights of his report included congratulatory remarks on behalf of himself along with Minister More. He noted that the final accreditation visits will take place in various schools within our Board. He took the time to thank Ms. Susan Kelley for preparing the schools who are participating in this process. Other items highlighted in his report were Home Schooling Information package, Life Skills, Resource, Health Promoting Schools, Teacher Assistant Guideline Review and Instructional Leadership.

(15) PUBLIC SESSION:

Mr. Greg O’Keefe who is Chairperson of the SAC at Holy Angels High spoke with regards to the status of Holy Angels High and to praise the status of the school over the past one hundred and twenty-five years. He spoke of the wisdom and spirit granted to the young women who were chose to attend this school. He thanked past and present Board members for their support of Holy Angels High over the years. He thanked the Department of Education for providing service and advise to the school along with thanking management and the staff both past and present. He wish to see the success of the school continue to bear fruit to the young women in this district.

Ms. Lisa Douglas who is a parent of a student questioned whether with the budgetary constraints which the Board is anticipating do they feel that they can continue to support a single gender school. Board Chair Green noted that the Board will be working with Senior staff to deliberate options available to sustain the status quo.

Ms. Vanessa Paris noted she is a student at the school and noted since her short time in her attendance at this school she has developed a stronger sense of self esteem and confidence and wished to see this continued into the future.

Ms. Kelly MacIntosh a Grade Ten student at Holy Angels High noted that the school has become their home and she would like to see it remained open.

Ms. Julia Kemp, Graduate of 2010 noted that the school has provided her with confidence and a positive experience throughout her high school years.

Ms. Sally MacIntyre-LeBlanc noted that she is a parent and has witnessed a positive experience that her daughter has had from attending a single gender school. She noted it is a small school which provided a personal experience for all those students who attend.

Ms. Amy LeBlanc thanked her mother for supporting her this evening and thanked everyone for their support for the school. She noted that she would like to see the legacy continued for another one hundred and twenty-five years.

Ms. Lottie Smith noted that she graduated in 1986 and she has a daughter who attended this school. She noted that the students have grown through the years at the school and have gone on with great memories and a great education. She would like to see a single gender school continued in our Board. She noted that the students need the support of the Board to continue on with its success.

Ms. Ariellle Lewis a former student at the school. She recognized the confidence she received while attending the school. She noted she will be fighting to sustain the school and requested support from everyone in the room.

Commissioner Green thanked everyone for expressing their words of concern while noting that the Board will be reviewing and returning with some recommendations for further consideration at a later date.
