(5) SECRETARY/COORDINATOR UPDATE:

Mr. Ambrose White, Superintendent spoke with regards to the recent internal moves which occurred in Central Office. Noted that we are short a Coordinator in Operations with the recent announcement of Mr. Paul Oldford being awarded the Director of Operational Services and the shortage of a Secretarial I position in the programs department.

On the question concern was expressed with regards to the number of supervisors/managers in the Operations Department. Mr. Oldford, Director of Operational Services advised that there is concern over the amount of work which isn’t getting done and goals the Department have which are not being achieved. Preventative maintenance is one area which he highlighted in his response. He noted that the regulatory environment is another area of concern.

Clarification was requested with regards to the qualifications for the Coordinator of Facilities Management.

Ms. Susan Kelley spoke of the duties and responsibilities which have been realigned to the Coordinators in Programs that will be in place in August, 2011. She noted that these are people who support schools with all Coordinators gaining new responsibilities.

On the question the Board members requested a workload study be carried out with regards to the responsibilities of the secretarial staff.

Commissioner Mercer requested that an audit be conducted at the school level as well.

That the Board support the hiring of a Secretarial I position for the programs department. . .

Commissioner Parsons, Commissioner Tilley voted against the motion.



(6) NEW BUSINESS:

a. Commissioner Green – Community Liaison Officer’s – noted that he recently attended a meeting with the Department of Education and the Cape Breton Regional Police Department regarding the program. He further advised that it is the request of the partners that the Board assist with a contribution of $113,000 in order to support the re-instatement of the Liaison Officer’s in our schools.

Several Board members questioned the status of where these funds would come from. Noted the contributions received from the partners would pay for the services of two officers.

The Board agreed in principal to supporting the program however; the details of the proposal needs to be explored. It was agreed that Board staff meet with the Cape Breton Regional Police Services to find out exactly the cost and the service level that is being proposed.

Commissioner Ruelland left the meeting at 6:20 p.m.

b. Commissioner Green – Correspondence received from CUPE Local 5050 – Noted that he will distribute the correspondence which was received today. Noted that a response will be forwarded to CUPE Local 5050 with regards to their request.
