(1) CALL TO ORDER:

A Special Board meeting of the Cape Breton-Victoria Regional School Board was called to order today beginning at 5:01 p.m.

g. NSTU Staffing (Recent government announcement regarding cap sizes):

Mrs. Beth MacIsaac, Director of Human Resources reviewed the guidelines which were presented by the Minister of Education. The objective of the guidelines is to achieve class sizes in Primary to Grade three of 25 students or less. School Boards were asked to work with the Department of Education to ensure the least disruption to students in implementing this objective. Class sizes may exceed 25 where, if in the view of the Board and the school advisory committee, leaving the existing class size provides a more desirable outcome and least disruption for the students.

Mr. Ambrose White, Superintendent of Schools provided an update on the information which was provided by the Department of Education. He noted that with no explanation on how the number was determined, we were advised that we would receive three teachers.

The class size cap is 25 with flexibility. Where appropriate; existing classes above 25 students can be maintained if it provides the most desirable outcome and the least disruption for students.

Current class configurations should be examined with a view to transfer existing students to another class of the same grade, in the same school to reach the size of 25.

Options such as combined/split classes will be taken into consideration as well.

Commissioner Tilley entered the meeting at 5:25 p.m.

Commissioner Parsons would like to see the NSSBA become more involved and begin a public campaign for more teachers for the Boards.

Mrs. Tracie Collier, Coordinator of Human Resources, reviewed the categories which were used to provide varying solutions to our schools. The categories were divided into four. Category 1 would be a Primary only option and would add a teacher to reduce class size. Category 2 would be Primary – Three classes at 29. Category 3 would be Primary – Three classes at 27/28 and lastly; Category 4 would be Primary – Three classes at 26.

It was noted that in order to fully meet the new criteria as set out by the Department of Education, the Board would need to place fifteen teacher FTE’s in those grade levels. The Board was advised that they have eight teacher FTE’s available, three approved by the Department of Education and five in its budget contingency to help meet the demands of the new class size Cap and criteria for Grades Primary to three.

Commissioner Tilley requested clarification on enrollment figures for Saint Joseph, Sydney Mines. He further expressed concern regarding classes at the secondary level and any resources which would be provided.

Commissioner Parsons thanked Human Resources for their hard work on the above presentation. He further requested clarification on approving any additional staff which would impact the approved budget.

On the question the Board requested management to forward correspondence to the Department of Education requesting more teachers to address all issues.

Commissioner Mercer requested that an explanation be provided to the principals similar to that which was provided this evening.

Mr. George Boudreau, Director of Financial Services cautioned the Board of over expending in the approved budget.

Commissioner Mercer would like a press release distributed expressing our disappointment and concern stressing that we need fifteen teachers.

Mrs. Collier noted any additional staff to schools would mean that we have some recall teachers who do not have full teaching positions along with conversing with former staff of these schools due to contractual agreements to see if they wish to return to their former school.

On the question several Board members expressed their concerns of addressing the issues as soon as possible while remaining in the budget.

That the Board approve the recommendation from Human Resources to approve Category 1, 2 and 3 along with requesting the Department of Education to provide further funding to approve Category 4. . .
