SPECIAL BOARD MEETING
(1) CALL TO ORDER:
A Special Board meeting of the Cape Breton-Victoria Regional School Board was called to order today beginning at 5:00 p.m.

(3) HUMAN RESOURCES REPORT:

That the Board accept the recommendation for the position of Coordinator of Student Services (one year position). .

(4) SCHOOL REVIEW:
Commissioner Margettie began discussions with a review of the meeting held with the local NDP MLA’s on Saturday, April 20, 2013.
Commissioner Fraser said he would like to add to any motions made that if we do not receive any bridge funding, we will proceeding with the review. He noted that it is important that the Department of Education supported us financially with our decision. Commissioner Mercer supported his comments.
Commissioner Googoo noted as a Board we have to do what is good for our students and not worry about what is good for the province. He noted if we do move forward with the review for the schools in New Waterford, we would possibly be doing them a justice in supporting a new school for the area.
Commissioner Parsons would like to see correspondence forwarded to Deputy Premier Frank Corbett requesting financial support. He noted that we pleaded with both MLA’s for support. He noted we need to follow-up with our request in writing.
Commissioner Tilley entered the meeting at 5:09 p.m.
Commissioner Berk noted Saturday’s meeting provided a mixed review of the whole situation.
Commissioner Green questioned the difference between doing four schools this year or possibly eight next year if we need to move forward. He noted the Board has worked hard this year and are more united in proceeding through the school review process.
Commissioner Ruelland would like to see the Board acquire a legal opinion from the services received from NSSBA. He had concerns with any changes in the process affecting any future decisions.
Commissioner Googoo noted that any school review is adversarial and noted that any school review process causes stress within a community. He questioned how we quantify our losses at the end of the day. Will any new process be more or less expensive. He noted we have struggled through some difficult times in the past. He sincerely believes that the government of the day are not putting our students first by suspending the process. He further noted that any decision is a difficult one and not an easy decision.
Commissioner Ruelland noted that it would be his wish to see the Board move forward with the middle school concept.
Commissioner Tilley feels after listening to comments around the table that the process should be suspended. He feels that the process will be changed by the elected government.
Commissioner Parsons questioned when the Board will be moving forward with the “Looking Inward” document? Board Chair Lorne Green noted that the document will be launched in the near future. Commissioner Parsons noted it is difficult to launch the document when we are so unsure about the School Review process.
Commissioner Green noted the importance of the Looking Inward document. He strongly supports releasing it to the public and moving forward. His comments were supported by Commissioner Mercer along with Commissioner Matheson.
Commissioner Matheson expressed concern with regards to the future of the students within the Board. He noted that we may survive this year’s budget but next year we may not be so fortunate.
Commissioner Matheson noted that we have a responsibility to our students and he does not support suspending the process. He noted this request was done for a political reason and he wishes to have his opinion recorded.
