A Special Board meeting of the Cape Breton-Victoria Regional School Board was called to order today beginning at 5:08 p.m.

(4) Human Resources Report:


Mrs. Beth MacIsaac, Director of Human Resources provided an update regarding staffing as of today’s date. She noted that we currently have fifty (50) teachers who are in one year positions. We have 88 teachers on the recall list and to date 65 teachers have been placed. We will also be advertising some positions through summer hires due to no permanent teachers or teachers with recall rights meeting the qualifications.

b. NSTU Retirement:

(5) New Business:

a. Commissioner Kennedy - Donkin Library - She noted the regional library will be closing and the area will be provided services through a mobile library. She noted that the amount of books which will remain at the school is minimal. Mr. Paul Oldford, Director of Operational Services had advised that some of the elementary books will remain on the site.

The Donkin Development Association have met and they advised that they are going to donate $1,000 to purchase books for the school library. A letter of thanks will be forwarded to the Development Association on behalf of the Board.

b. Commissioner Kennedy - Riverside Elem - She noted she visited Riverside Elementary last week. The primary classroom has been revamped to address reflective learning. She further noted that the principal has a rich background in Early Literacy.

Commissioner Mercer reiterated these comments noting the experience and background enhances the environment.

c. Commissioner Kennedy - Bullying Conference - Youth Mental Health, Improving Communication - Noted a forthcoming conference which the department is putting on August 16th & 17th at Mount Saint Vincent and is free of charge. She felt it would be a good chance to go to obtain some ideas for our AGM Conference.

d. Commissioner Parsons - Grading Certificates - Questioned whether the issue was discussed at senior staff. Mrs Susan Kelley, Director of Programs and Student Services advised that this was requested by some principals. It was noted that school administration were expected to communicate to their school community if they were not distributing Grading certificates.

Several Board members expressed disappointment on some schools not participating and others not. As old school as it is, it is something which the students and parents look forward to receiving.

Board Chair Lorne Green expressed his disappointment with it being a principals decision, the Board not being advised, some schools participating and others not. He further noted that he received 102 emails from concern parents expressing their disappointment.

Superintendent White noted that they will be reinstated for the 2013-2014 school year. Mrs. Kelley advised that in September, 2013 she will advise the principals to print the certificates off at those sites which didn’t distribute them and have them distributed to the students.
