(1) CALL TO ORDER:

The Meeting of the Cape Breton-Victoria Regional School Board was called to order today beginning at 6:16 p.m.

(7) DELEGATIONS AND PETITIONS:

A presentation was made by students of the Adult Education program. Ms. Heather Patterson, principal of the school opened the presentation with some knowledge of the school. Ms. Blackwood, past student and now a student at NSCC spoke with regards to her experience at the school. This was followed by Ms Lorette Lebeau has been accepted into NSCC. She noted she is the mother of five children. She noted she realized she had to make life changes when she had conversations with her children. Her goal is to become an Addiction Counsellor.

Ms. Patterson completed the presentation noting that 62% of the students are under the age of 21. She further noted that the program is appreciated by these students as an alternate program to gaining an education. She thanked the Board for their valued support to the school.



(8) SUPERINTENDENT’S REPORT:

Mrs. Beth MacIsaac, Superintendent presented her report.

On February 19, 2014, the Honourable Karen Casey, our Minister of Education appointed six panel members to conduct an Education Review. A provincial consultation process from April to June received over 19,000 responses from Nova Scotians. The final report of this consultation was released in October 2014. During the month of November, there have been a number of opportunities for school boards and board staff to meet both provincially and locally to review the panel’s report and consider the implications for education and provide response. We anticipate the release of the Minister’s Action Plan in January 2015.

In the fall of 2012, our Board began a planning process to consider a long term view of our facilities as well as perspectives in grade level configuration. After extensive consultation, a number of scenarios from the public, school advisory councils and administrators were compiled by December 2013. From these scenarios, suggested solutions for each family of schools were provided to study groups from Victoria North, Victoria South, Northside, Riverview, Sydney, New Waterford and Glace Bay in April 2014. These groups have been working diligently to respond to these proposals and are now in the process of holding community meetings to gain input from parents, guardians, educational partners and interested citizens to complete their reports to the Board. When these final reports are received, staff will generate recommendations for board consideration. I would like to take this opportunity to thank our communities for the endless hours they have contributed to this process and their dedication to the shaping of our future delivery of education in our Board.

On November 17, Mr. Paul Ash, Assistant Director, African Canadian Services, attended our Education Committee meeting to discuss the Self Identification process that will be conducted in our schools during the week of December 1. Self-identification is reflected in our Board’s goals for 2014-15 as it is essential to know who our students are and which communities we serve. Although it is a voluntary process, we are encouraging all parents and students to identify their ancestry and aboriginal identity. Self-identification will assist us in determining the allocation of resources and personnel to support the achievement of all students.

I would like to draw your attention to our school websites and also our school board website that highlight the achievements of many students across our system. In particular, during the month of November, Joella MacIsaac and Adam MacLean, grade 6 students at Greenfield Elementary, travelled to Ottawa for a three day summit on child poverty. They were accompanied by Ms. Diane Lewis, teacher from Greenfield Elementary. Diane reports that both Joella and Adam made a big impression at the summit and at 11 years old were among the youngest students attending. As a result of their attendance, they have received funding to self-publish a book written and illustrated by children.

(11) NSSBA REPORT:

Nova Scotia School Boards Association (NSSBA) Highlights

November 24, 2014

Dues and Fees Structure

The Nova Scotia School Boards Association (NSSBA) dues and fees structure will remain as status quo during the 2014-2015 term.

NSSBA Events

Professional Development Session

A PD session on School Board Self-Evaluation took place on November 21st. This session was co-facilitated by Dr. Jim Gunn and CSAP Board Chair, Ken Gaudet. The topic was one of several selected by school board members in an on-line survey this past June.

Minister’s Panel on Education Report

The NSSBA and the Department of Education and Early Childhood Development jointly facilitated a discussion of the Minister’s Panel on Education Report titled, “Disrupting the Status Quo: Nova Scotians Demand a Better Future for Every Student”. The Deputy Minister, Sandra McKenzie, was in attendance. This brainstorming session will help to inform the Minister’s response to this report.

NSSBA Executive Director Position

On November 20th and 21st, the Board of Directors conducted interviews for the position of NSSBA Executive Director. The successful candidate was selected from a slate of excellent applicants. A contract will be negotiated and a motion to approve the hiring will take place at the Board of Directors’ meeting scheduled for December 4th and 5th.

Very best wishes are extended to Mr. Ken Meech upon his retirement. Ken served as the NSSBA Executive Director for the past 9 years.

(12) Mr. JOHN ASTEPHEN, REGIONAL EDUCATIONAL SERVICES REPORT:

Mr. John Astephen, presented the following report:

1. Minister’s Panel on Education Releases its Report

On Thursday, October 30, 2014 the report of the Minister’s Panel on Education, “Disrupting the Status Quo: Nova Scotians Demand a Better Future for Every Student” was released. The panel identified seven areas where it says improvements are most urgently required:

· Curriculum: Strengthen the curriculum to transform teaching and learning.
· Teaching: Foster high-quality teaching in every classroom.
· Transitions: Prepare today’s student for tomorrow’s opportunities.
· Inclusion: Ensure that inclusion is working for everyone.
· School climate: Create a positive climate for learning in all schools.
· Health and well-being: Collaborate for improved student health and well-being.
· Modern structure: Build a modern-day structure for teaching and learning.

As a frame work for change, the 70 page report discusses each area separately even though all seven themes are tightly interconnected. Throughout the body of the report 30 recommendations are made to assist the Province of Nova Scotia in charting a course for change.

Some of the recommendations will be challenging and some will require more time to implement than others, but the recommendations are all interconnected.

It is essential, the panel says, for all partners serving children and youth to break down departmental, resource, and other structural barriers, and work together to make cohesive changes that support classrooms and the needs of our students.

He noted she is among 12 Canadians nominated this year for Everyday Political Citizens of 2014. She is the only nomination from Cape Breton and joins three others from Nova Scotia on the short list. He would like to see correspondence forwarded to Ms. Britten. High quality teaching should be recognized.
