A Special Board Meeting of the Cape Breton-Victoria Regional School Board was called to order today beginning at 5:00 p.m.

Mr. Lorne Green, Board Chair began the swearing in ceremony by asking everyone to introduce themselves. He then called upon Mr. Jim Davis, Justice of the Peace for the Province of Nova Scotia to conduct the Swearing in Ceremony of Mrs. Charlotte Shaw as new Board member representing District 10.

Mr. Davis conducted the Swearing In Ceremony of Commissioner Shaw by having her read the Oath of Allegiance and to sign her oath. He further congratulated her on her election. He wished her the best of luck.

Mr. Davis then left the meeting while it continued on.


Mrs. Cathy MacNeil along with Mrs. Cathy Viva began the session with a Power-point presentation regarding the Middle School model of Education.

They began the power-point with the reason why we should move to a Middle School Model. Kids & Learning First (2012). Review and improve grade 9, a critical transition year, so students stay interested in school and are better prepared for high school. The review involves

> what students are being taught
> how they are taught and tested
> how students themselves can actively influence their learning

Key Points When Considering Middle School:

>Young Adolescents are not older elementary students nor younger high school students
> The physical, neurological changes that occur during this time, age 11-15, require a different and unique approach to education
> The cognitive, social , and emotional lives of young teens requires special consideration
> Clear need to provide students in early adolescence with an environment that assists them in navigating the impact of puberty on their intellectual, social and emotional lives.

Commissioner Lind entered the meeting at 5:40 p.m.

Lengthy discussions ensued regarding the Middle School concept and the transition plan and timelines which would need to be developed.

Superintendent Beth MacIsaac and Mr. George Boudreau, Director of Finance, advised the Board that discussions have already begun with the province regarding future funding. Transition is now paramount to Hogg II has begun and the need for the Board to prepare for decrease in funding.

An important by product of grade reconfiguration will save the Board money due to improved critical mass in our schools.

Concern was expressed by several Board members regarding communication in moving forward with staff and school communities.

That the Board approve the grade reconfiguration plan for September, 2015. . .
