(1) CALL TO ORDER :

A Special Board meeting of the Cape Breton-Victoria Regional School board was called to order today beginning at 5:20 p.m.

(3) MEETING REGARDING APPLICATION TO THE NOVA SCOTIA UTILITY & REVIEW BOARD RE: SCHOOL BOARD BOUNDARIES:

Mr. Bernie White & Ms. Deborah Campbell of the Cape Breton Regional Municipality reviewed the process of the Boundary Review. Section 43 of the Education Act mandates that the Board review or define electoral districts. Mr. White brought forward three scenarios for the Board to review. The first scenario included only one representative for Victoria County - 6 districts with 12 elected members.

Commissioner Ruelland requested that the Board members receive a copy of the maps in a more defined version.

The second scenario which was presented was to remain as status quo. Eight districts with 12 elected members. Noted that this scenario lies better when you refer to the location of the high schools within our Board. Mr. White noted that the boundaries on the CBRM side have in some districts changed dramatically. It was also recognized that the numbers were no longer the same.

The third scenario presented included 7 districts with 13 elected members. Based on the geographical area to be covered would be the argument used to maintain two representatives to represent Victoria County.

Mr. White highlighted the plus and minus' in each scenario as issues to be considered.

Mr. White recognized the fact that the African Nova Scotian representative along with the appointed First Nation representative throughout all three scenarios would also be recognized as Board members at large representing all districts within the Board.

The timelines are December 31st for our application to be in Halifax to the Nova Scotia Utility & Review Board. An extension may be requested till January 31st . There is also an expectation that the public should be consulted throughout the process.

Commissioner Morrison thanked Mr. White and Mrs. Campbell for taking the time to present to our Board and also thanked them for their offer of assistance throughout this process.

(5) SUPERINTENDENT'S CONTRACT:

Board Solicitor Mr. Robert Sampson reviewed the proposed changes to the personal services Contract of Superintendent Mr. N.E. Davis with the Board. The proposed changes were made to comply with correspondence directed to school boards respect the Personal Services Contracts of Superintendents under the Compensation Framework Guidelines.
