SPECIAL BOARD MEETING


CALL TO ORDER:

A Special Board meeting of the Cape Breton-Victoria Regional School board was called to order today beginning at 6:00 p.m.

(7) ENROLLMENT REPORT - RE: ST. ANNE′S ELEMENTARY:

Mr. Bernie MacKinnon, Coordinator of Human Resources spoke with regards to the recent review of the classroom size of the Grade Four classes at St. Anne′s Elementary. It was noted that several staff members made site visits.

that the Board approve an additional staff member for Grade Four at St. Anne′s elementary . . . .

Mr. George Boudreau, Director of Financial Services, cautioned the Board of the cost to the Board of adding additional staff which would be above the budgeted amount. Last week he shared with the Board the immediate impact of adding teachers that are not included in the approved budget, now he was making them aware of the long-term fiscal realities that this decision will have on the Board′s ability to balance future operating budgets.

Mr. Boudreau stated that while the Hogg Formula protects Board′s that are in significant decline, he noted that we are not immune to the impact of enrolment decline has on our funding. Of the 2.6 million dollar budget shortfall for 2008/2009, $800,000 to $900,000 is due to enrolment declines. To mitigate against this the Department of Education mandated a classroom teacher cut at a ratio of 26 to 1. This translated into a net teacher reduction of 12.

The decision made today to add a teacher at St. Anne′s couple with the 4.2 teachers added at the Education Committee meeting will have the effect of reducing our mandated cut from 12 to 6.8 FTE′s.

In addition to the immediate pressure it puts on our 2008/2009 budget, the long term annual impact will mean that the Board is committing to an unfunded cost pressure of approximately $234,000 annually.

Acting Chair Sandra Margettie asked the Board Solicitor what the best recommendation for the Board would be in order to achieve their responsibilities as a Board.

that the Board ask Senior staff to take all legal avenues to review all candidates who are running for the School Board to assure that they meet all the legal qualifications. .

Whereas it has come to this Board′s attention that a School Board employee has been nominated and is running for a position on the school board which contravenes the Education Act.

That we as a Board direct legal staff to immediately investigate and take whatever action, including court action, to insure that this individual is in compliance with the Education Act in effort to insure that, if elected, he/she would not be placed in a controversial position where he/she would have to resign.. . .

Commissioner Green voted against the motion

Commissioner Green advised that he would like to follow-up with a motion regarding voting delegates for the African Nova Scotian seat as it pertains to the Education Act. Commissioner Green questioned the status of the Education Act as it relates to the election of an African Nova Scotian representative and those who identify themselves as eligible voters.

Commissioner Ruelland left the meeting at 8:20 p.m.

Commissioner Keagan left the meeting at 8:27 p.m.

Commissioner Googoo questioned whether we want a potential board member elected who may be disqualified.
