(1) CALL TO ORDER:

A Special Board meeting of the Cape Breton-Victoria Regional School Board was called to order today beginning at 5:08 p.m.

e) NSTU Staffing Enrollment Recommendations:

Mrs. Mary Passerini, Coordinator of Human Resources provided a power-point presentation regarding the recent staffing/enrollment review for the 2010-2011 school year. Highlighted in the presentation were those schools which had an internal solution to resolve the capping concerns along with those schools who were unable to resolve their concerns internally. The issue of physical space for Mira Road elementary was included in the presentation and discussed by Mr. John Astephen, Director of Programs and Student Services.

Seconded by Commissioner Pierrard

That the Board approve the splitting of the Grade Primary class at Mira Road elementary which would mean an additional teacher at the site. . .

Motion defeated

Commissioner Parsons voted for the motion.

Concerns were expressed by several Board members regarding school administration not making the internal solutions before coming to Central Office and the Board.

That the Board approve the following staffing recommendations (#1):

Mrs. Passerini provided the Board with a review summary of the past interviews. She questioned interviews which might be forthcoming and whether to post and interview or to re-interview those within the defined categories. Mrs. Passerini also discussed the issue of substitutes not taking advantage of professional development sessions which would be beneficial during the hiring process.

Commissioner Keagan, Ruelland and Margettie all EXPERIENCED positive comments regarding the Summer Hire process. Substitutes felt that they were treated with respect and that the process was fair.

That the Board approve the inclusion of four years of service for interviews in the area of interviews for elementary positions . .

f) CUPE Teacher Assistant Staffing:

Ms. Wendy King, Coordinator of Human Resources reviewed the Teacher Assistant Staffing process. She advised that fourteen new requests have been received since school began on September 1, 2010. Programs have identified the needs and have done assessments regarding each individual request. Ms. King advised that we had 381.5 Teacher Assistant position in 2009/2010 and a provision of 389 in the 2010-2011 budget.

That the Board approve an increase of 5.5 Teacher Assistants above the approved budgeted number for a total of 394.5. . .

(5) NEW BUSINESS:

a) Commissioner MacNeil – Community Liaison Officers- Noted that he has some reservations with regards to the approved distribution of their service. He questioned whether we exhausted receiving additional funds from the Justice Department to increase these services. Mr. Astephen suggested that we could possibly approach the Members of the Legislative Assembly. Mr. White noted that we exhausted all our resources at our end and the Municipality also advised that they cannot support additional funding for these services. Commissioner Ruelland would like to see correspondence forwarded to the Members of the Legislative Assembly regarding this situation along with additional funds for Teacher Assistants.

b) Commissioner Flynn – Recognition of Years of Service from one union to another- Commissioner Flynn wished to obtain clarification of recognition of service with the Board.

c) Night School Registration – Mr. Charles Sheppard, Coordinator of School Services advised that during registration this evening a male suspect attempted to steal the money. Police were called and as a result staff were shaken up and will be provided with some assistance tomorrow.
