SPECIAL BOARD MEETING

(1) CALL TO ORDER:

A Special Board meeting of the Cape Breton-Victoria Regional School Board was called to order today beginning at 5:06 p.m.

(3) VOICE COMMUNICATION STRATEGY:

Mr. George Boudreau, Director of Financial Services and Ms. Sandra Burke, Coordinator of Finance and Accounting provided an overview of the Voice Communication Strategy as requested by the Board. Fifty-seven schools in our Board are presently under three different systems. They further advised that our capital is limited. Centrex was favored for our Board noting the positive incentives to convert to this system. Highlighted were predictable operational spending, reliable and scalable voice technology, flexible and the availability to decrease voice lines to align with school realignment. The most highlighted issue with our schools is the loss of phone service when power outages occur and this would be addressed through the Centrex system. Furthermore; our communication would be standardized.

On the question it was noted that due to the volume of lines we are able to leverage significant rate reductions through this system. Discussions ensued surrounding the issue of providing mobility services for school administration.

(4) SAINT JOSEPH/NORTHSIDE OFFICE:

Mr. Paul Oldford, Director of Operational Services spoke with regards to the former St. Joseph, North Sydney site and the Staff Development Centre in North Sydney. He highlighted the square footage at each site, year they were built, electricity costs along with the maintenance goods and services for each site. (attached to the original minutes) He further spoke of upgrades/capital work which would have to be conducted if the Centre was to move to Saint Joseph or if it was to remain at its present site.

On the question several Board members requested clarification with regards to costing of various maintenance which would need to be conducted.

Several Board members expressed concern over the present capacity issue which exists at our school sites.

Senior staff reiterated the need to retain the location of the Staff Development Centre on the Northside.

(5) NEW WATERFORD STUDY GROUP:

Mr. Paul Oldford, Director of Operational Services advised that the Study Group made a presentation to Senior staff earlier today and it is the recommendation of Senior staff that the report will be distributed before the summer with a presentation by the Study Group in September.



(6) NEW BUSINESS:

a. Commissioner Green- Utility Review Correspondence – Noted that correspondence was received from the Utility Review Board and they will provide a decision after the completion of the Municipality in July, 2011.

b. Commissioner Mercer-Adopt a Leadership Review Award - Noted that Ms. Carmelita Cousins was awarded the Adopt a Leadership Review Award today by the Minister of Justice. She would like to see correspondence forwarded to Ms. Cousins on behalf of the Board.

c. Commissioner Mercer –School Review Meetings- She requested clarification on when and where the Public Board meetings will be held. She further advised that she would support going from school to school to receive the community reports.

d. Commissioner Keagan –Workshops- will be discussed at the Management meeting in September.

e. Commissioner GreenRequested Meeting with the Minister of Education - Noted that he has heard from Victoria County advising of their assistance to obtain a meeting with the Minister of Education. It was noted that the Board has tried to no avail to obtain a date for her to visit our Board and have been unsuccessful.
