REGULAR BOARD MEETING

(1) CALL TO ORDER:

A meeting of the Cape Breton-Victoria Regional School Board was called to order today beginning at 7:00 p.m.

(5) BUSINESS ARISING FROM MINUTES:

(6) CORRESPONDENCE:

Mr. George Boudreau, Director of Financial Services and Board Secretary distributed correspondence from the Minister of Education Honourable Ramona Jennex with regards to proposed amendments to Section 52A of the Education Act. Mr. Boudreau also distributed correspondence with regards to Kids and Learning First, a back-to-school newsletter from the Department of Education.

(7) SUPERINTENDENT’S REPORT:

Mr. White, Superintendent of schools provided an oral report. Included in his report were comments regarding the recent in-camera session which was held with the Board regarding Honorable Ramona Jennex, Minister of Education task force on cyberbullying and bullying in general were discussed. He advised that the Board wish to react in a proactive manner. The Board supports all programs and efforts which are being offered in our schools and would like to enhance and cooperate fully with the schools and school communities.

Mr. White noted that the Department of Education is presently conducting a review of the Hogg Funding Formula.. He noted that the review could have serious implications for the Cape Breton-Victoria Regional School Board. Further meetings will be held during the month of November.

Superintendent White advised those in attendance of the new Early Literacy Model which is replacing the Reading Recovery program. The new program is designed to support early elementary students who need assistance with oral language, reading and/or writing development. This will allow for more student assistance over a period of 15-18 week sessions.

The Implementation of the “Student Attendance Engagement Pilot” at the senior high school level was also reviewed. This was the result of recommendation #8 of the Minister of Education’s Response to Promoting Student Engagement: Report of the Minister’s Working Committee on Absenteeism and Classroom Climate. An Attendance Committee will monitor this pilot and an appeal panel will be put in place.

October is Mi’Kmaq History Month. The theme is “Sites of Cultural and Sacred Significance – Ta’n Tett Mawi-espite’tasikl Ta’n Telo’timk’.

(10) NSSBA REPORT:

Commissioner Fraser provided an oral report. Commissioner Fraser thanked the Board participants on their cooperation and communication for attending the recent meetings held in Halifax. He noted a new initiative to develop long term goals is currently taking place. He further advised that the NSSBA are presently preparing for a campaign with regards to the forthcoming funding announcement.


(11) DIRECTOR OF THE REGIONAL EDUCATIONAL SERVICES REPORT:

(12) NEW BUSINESS:

a. Commissioner Fraser – Notice to rescind motion of Gowrie School. He advised that at the next scheduled Board meeting he will be moving a motion to rescind the motion that placed Gowrie School on the School Review list.
b. Commissioner Fraser – Public School Board meeting topics- He apologized to the Board for his behavior at the past public Board meeting and noted that he had reacted in hast.
c. Commissioner Tilley – Spoke regarding the issue of Schools security after classroom hours. He would like to see a review of our schools to ensure that they are all locked during activities which take place outside of the school day.

Scheduled meeting date - Monday, November 28, 2011 at Sherwood Park Education Centre. It was noted that this meeting also includes the Annual Meeting

(15) PUBLIC SESSION:

Mr. Doug MacKinley, parent of a student who attends Gowrie School. He requested that the Board give serious consideration with regards to Commissioner Fraser’s forthcoming motion to rescind. He spoke of the positive attributes of Gowrie School. He further noted that Gowrie is one school which is praised for not having any bullying issues.
