(1) CALL TO ORDER:


A Special Board meeting of the Cape Breton-Victoria Regional School board was called to order today beginning at 5:15 p.m.

(2) RECORD OF ATTENDANCE:

(3) ELECTION OF VICE CHAIR:


Mr. John Astephen and Mr. Jim Burton were recognized as the scrutineers for the election of the Vice Chair. Ballots were distributed to all Board members in attendance.


The following Board members were nominated:


Commissioner MacDonald - declined with thanks

Commissioner Margettie - accepted with thanks

Commissioner Ruelland - accepted with thanks

Commissioner Tilley - accepted with thanks


Ballots were distributed and collected by the scrutineers. Two names were brought forward on a second ballot. The names were Commissioner Margettie and Commissioner Tilley.


Commissioner Margettie was elected as Vice Chair of the Board. Commissioner Margettie thanked everyone.

(4) REVIEW OF BUDGET:


Mr. Doug Peach, Director of Financial Services and Mr. George Boudreau, Coordinator of Financial Services reviewed the budget. The budget was previously distributed to all board members and senior staff. (Attached to original minutes)

that Human Resources be given permission to increase 2.5 teacher FTE′s between the following schools Bridgeport, Thompson Jr. High and Whitney Pier Memorial. . .

Mr. John Astephen, Director of Human Resources spoke with regards to the multi-grade classrooms within our Board. Schools which were addressed were East Bay Elementary (with a recommendation of 1 FTE- .5 Reading Recovery and .5 Co-teaching), Middle River Elementary (.6 FTE - co- teacher), Christmas Island (.6 FTE co-teaching) and Gowrie Elementary (.5 FTE - Resource teacher). In total 2.7 increase FTE′s. If approved by the Board, the services provided will be monitored throughout the year.

that Human Resources and Programs be given permission to increase Resource/Reading Recovery services at the following schools Christmas Island, East Bay Elementary, Gowrie Elementary and Middle River Elementary as recommended above.

Mr. Peach presented the priorities which were submitted by Senior Staff for the 2005-2006 surplus allocation. Attached to the allocation was the criteria for spending the 2005-2006 surplus. (Attached to the original minutes).


Mr. Peach notified the Board that a meeting occurred with representatives of CUPE Local 5050 and unionized cafeteria workers on Tuesday, July 4, 2006 to discuss the status of the unionized cafeterias throughout the Board. The union and employees were offered alternatives which they will respond to as soon as possible.

a. Mr. Don Matheson, Director of Operational Services - Purchase of Properties - Discussed the issue of land to be purchased near the Rankin School. The land will be purchased to grant a right of way to a property. Correspondence was distributed from the Municipality of the County of Victoria accepting the ownership of Rankin Memorial School when it becomes surplus to the Board′s needs.
