SPECIAL BOARD MEETING

(1) CALL TO ORDER:

A Special Board meeting of the Cape Breton-Victoria Regional School Board was called to order today beginning at 6:30 p.m.

(5) Appeals from Schools:

Mrs. Beth MacIsaac, Director of Human Resources distributed to those in attendance, the enrollment figures as of September 27, 2013. It was noted that staff from the programs division were out to do sight visits of those schools who were identified as being on the bubble.

It was noted that all classes were reviewed and eighteen classes were identified. It was further noted that if any of these classes needed assistance throughout the year that mentors would be provided.

Commissioner Tilley spoke regarding the appeals which were received by the Board. He recognized St. Joseph Elementary had appealed there staffing and presented a petition to the Board earlier in the week.

Commissioner Matheson questioned the appeal made by Glace Bay Elementary.

Commissioner Toomey noted he has received some concerns from the parents of Ferrisview Elementary.

Commissioner Ruelland questioned when an update could be received regarding funding so that additional supports can be put in place to assist the schools which were identified this evening in the way of mentorship.

Commissioner Mercer expressed her concern over the size of some of the combined classes especially at the primary level where we have students who are at the age of four. She would like to see in the future lower class cap sizes.

Commissioner Lind requested clarification with regards to the formal appeal practice and requested confirmation that all schools are treated the same.

Mrs. Susan Kelley, Director of Programs and Student Services spoke of providing supports for schools who are struggling.



(6) NEW BUSINESS:

a. Mr. Paul Oldford, Director of Operations - Thompson Junior High Gymnasium- The gymnasium at the school was closed today. One of the stage walls was found to be wet. The gymnasium will be closed as a precautionary measure until further investigation.

Mr. Oldford noted that specialists have been called in to review the area and the Board will be updated when a report is received.

Commissioner Tilley noted that he would be more comfortable if the school was closed down until further investigation occurs. Commissioner Toomey noted that he is a former teacher at the site however he too has some concerns of students being in the building.

Mr. Oldford further noted that closing the school is contrary to past practice. He noted it is a minor issue in a small area of the gymnasium.

Commissioner Googoo noted we need to codify the practice and then have it vetted through the Department of Health so that the Board and public receive assurance in the process.

Mr. Oldford noted that this has already been done.

The meeting adjourned at 6:58 p.m. and reconvened at 8:20 p.m.

After further discussion Mr. Ambrose White along with Mr. Oldford suggested, if the Board wishes we could call a specialist tomorrow to have our process reviewed.

Both Commissioner Organ and Margettie questioned the cost of hiring a specialist to review the process.

Commissioner Matheson noted that through his position he is aware of Asbestos Abatement and the process. He noted that he does not feel we need to bring someone in however if the Board wishes to bring in a specialist to review the process he will support this.

A standard procedure is in place and we meet all the requirements which the Labour Board presently have in place.

Mr. Paul Oldford, further noted that we deal with asbestos abatement several times a year and have followed the same practice which is approved by the Department of Labour.
