(1) CALL TO ORDER:

A meeting of the Cape Breton-Victoria Regional School board was called to order today beginning at 7:00 p.m.

(3) Prime Minister's Award for Excellence in Teaching:

Mr. Jim Burton, Director of Regional Education Services on behalf of the Board served as Master of Ceremonies on the occasion of presenting the Prime Minister's Award for Teaching in Excellence to Sandra Haley retired teacher from Memorial High School. Ms. Haley was recognized for her outstanding abilities as an educator. Ms. Haley went above and beyond her duties as an educator providing an inspiration for others to follow.

Mr. Davis, Superintendent of Schools was very pleased to honor Ms. Haley and noted that she is a great role model to her former staff members and students who she has taught over the years. Mr. Davis noted that each and every student has their own personality and Ms. Haley has stimulated and nurtured each one of these students.

Congratulations were expressed on behalf of the Minister of Education, Honorable Minister Karen Casey.

Ms. Sandra Haley responded with recognition of her former students and the memories which she has and thanks she has received from former students. She felt this award was achieved through contributions of many people over her thirty-three years of teaching. She recognized former teachers who she worked with and students she has taught over these years. She thanked the Board for their support over the years and for honoring her this evening.

Superintendent Davis presented his report which was distributed to those in attendance. (see attachment). Highlights of his report included Board governance, policy making and parent teacher conferences. The report can be found on the Board website.

Sullivan and the balance of any funds going to Memorial High School for upgrading .. .

(10) NSSBA REPORT:

Commissioner Campbell orally presented her NSSBA report. NSSBA report included the Month in Review. A meeting was held with Deputy Minister Dennis Cochrane. Noted that reviews are presently being conducted regarding elections for vacancies in districts for Board members. Inclusion was also discussed during this session. A review is being conducted regarding the start date for students whose birthday fall after the October 1st deadline. The pre-primary program was discussed and it was noted that the program has been a success within our Board and we would wish to see it continued.

A meeting also occurred with Mr. Mike Sweeney from the Department of Education. The guidance block completed by some of our staff and the denial of Acadia University to recognize this program was discussed.


Resolutions are due to the NSSBA no later than March 7th. Various Professional Development sessions were identified for Board members to attend.

(11) REGIONAL INSPECTORS REPORT:

The Regional Inspector distributed his report to those in attendance (attached to the original minutes). Some highlights of the report included Criminal Intelligence Service Nova Scotia -Annual Report, Health Promotion and Protection Activity Program Grants, Nova Scotia International Student Program, Conferences and Home Schooling.

Mr. Burton spoke of his recent voyage to Cairo and thanked the Board and several staff members, Mr. David Crane, Mr. Donald MacKinnon and Ms. Dianne Brennick for their assistance and preparation for this trip.

Mr. Burton apologized to the three Board members from the Glace Bay area who were inadvertently missed during the Ministers visit to the area during the visit of the sites for the new Junior High School.

(12) NEW BUSINESS:

a. Commissioner Tilley - Sydney Mines Capital project -He spoke with regards to the Sydney Mines portion of the Northside project. He noted that the project has changed several times since the original discussions began. He noted the renovations at St. Joseph, Sydney Mines were not possible after lengthy discussions.

that correspondence be forwarded to the Minister of Education requesting permission for upgrades to Sydney Mines Jr. High and upgrade the technology at Thompson Jr. High and in addition a portion allocated to Dr. T.L. Sullivan so that the students may remain in their junior high schools.

With the residual funds which are left being allocated to Memorial High School. . .

Mr. Chris MacInnis, Vice Principal of Memorial High School questioned the status of the Implementation of the Physical Education Compulsory credit. Mr. Astephen, Director of Programs and Student Services that it was the hope that any information would be received shortly so that we can prepare for staffing of the course and scheduling for the September, 2007 school year if approved.
